Hiya...welcome back. It just makes a frustrating situation even more so. Personally without looking over the budgets myself I think the pie could be cut much more efficiently. That or just re-arrange the entire school system. I really need to buy that book I read last year. It has some really interesting ideas about how the school system should be reformed.
